The Future of the Community Association


The CA was founded in 2002, triggered by the proposed redevelopment of the General Hospital site and the desire for residents to have their say about the proposals. From this, the CA has grown and evolved and the Executive Committee now consider that its aims and objectives would benefit from a review at the forthcoming AGM. The current role of the CA is now more of an 'umbrella', overseeing and supporting a number of vibrant groups underneath it, including the JABA newsletter itself, the JABA web site, the Community Travel Plan, JABA in Bloom and Flicks in the Sticks.

As JABA is now established as a well supported and widely distributed newsletter (with its associated web site), information can be easily disseminated without the need for regular CA meetings. In the last couple of years, it has been harder to persuade residents to attend these meetings (themselves reduced in frequency), despite a number of excellent speakers giving freely of their time, and the Executive Committee consider that these have probably run their course and should be discontinued. Instead, 'Special Events' will be promoted, as and when the demand or need arises. The Executive Committee will ensure that the initial aims of the CA continue to be upheld. CA Chairman's report 2008

2008 was a year with a difference, in CA terms. As far as I can tell, the St James and Bartonsham area continued to be the varied and creative place it has always been, and there was still a strong sense of "community", even there there have been few official CA events taking place in the past 12 months.

In one sense, it is good to know that many varied and important things continue to happen, without there being a song and dance about them. Flicks in the Sticks continues to provide a rich menu of entertainment. Jaba continues to inform, entertain, probe (and prod!), communicate and stimulate. The links with Castle Green continue to build for the common good. Work on the Travel Plan goes on, with its efforts to promote safer roads and healthier living. And links with school, church and the Riverside centre seek to make best use of the "campus" feel locally. So although no flagship events have taken place, much that is worthwhile has still been generated and sustained locally.

The CA executive have met regularly throughout the year, and have reviewed this state of affairs from time to time, and have reached two conclusions. First, to recognise that most of these positive things have either originated with the CA, or have been able to thrive because of CA involvement. So in one sense the "status quo" has been a positive condition. But secondly the exec have recognised that there does need to be change, momentum, and initiative if these existing good things are to be protected from becoming routine and commonplace, and if we are to address some of the other needs and aspirations of the community as a whole. So we ended the year with the strongly expressed desire to see new ideas, new projects, that the CA can help bring to fruition - and we know that if this is to be fulfilled we will need "new blood".

So as the AGM approaches we trust that whilst being grateful for a great place to live, and some community benefits that have been seen in 2008, we all share the desire to move forward in 2009 - please come and help us do that!

Talk by Liz Pitman: An introduction to the idea of Transactional Analysis or understanding ourselves and others just that bit better! This Won’t Change Your Life – but it might help. This talk, the second by Liz Pitman for the Community Association will introduce some of the basic ideas of T.A., a subject which Liz taught for many years and on which she has written two books.

Community Association meeting - Monday 3 September


‘Pigsties to Paradise’ - Lady Diarists and the Tour of Wales 1795-1860 - a talk, with slides and illustrations, by local resident Liz Pitman.

Based on travel dairies of some of the intrepid women who travelled to Wales in the early 19th Century in order to enjoy picturesque landscape, antiquities, and the excitement of being in a country where Welsh was the main language.

To be followed by a short Community Association meeting.

Proceeds from December's Musical Extravaganza


The above event raised a wonderful £440.80 and the following has been purchased for help in Africa/India:
'Gift of sight' operation for 5 children
'Baby heart surgery' for 4 babies
3 Bikes for midwives
10 'safe births'
One year’s schooling for 2 children
We hope you will all agree that this is a wonderful achievement and we would like to thank everyone who was involved or supported the event in any way.

Police announce new 'Neighbourhood Policing' arrangements


At the Community Association meeting on 4 September, residents were amongst the first to learn of new Policing arrangements for the area, with the emphasis firmly on reducing low level crime, anti-social behaviour etc. Inspector Gebbie and his colleagues, PC Yarwood and three Community Support Officers outlined the increasing role that the Police are playing in the Community and how they hope to establish a 'Partnership' with local communities over the coming years. The number of Community Support Officers (CSOs) in the Hereford area is being increased from 16 to 54.

Despite a general misconception, it was reported that crime levels were falling locally and nationally and the general public need to be aware of these figures. General satisfaction with the Police is high and there is now greater emphasis on working with communities and effective 'community engagement'. Local policing teams are in the process of being set up, which are dedicated to specific areas. This is still in its embryo stage and could take up to 18-24 months to be fully established. Inspector Gebbie acknowledged that 'local intelligence' was an extremely valuable resource and encouraged the community to continue to feed information to the Police where appropriate. Details will be published in the local press and posted on the local notice board, as well as here on the website.

The Police are going to focus on four main areas:
Access - named police officer (details to be published in local press and here as soon as they are available)
Communications
Intervention
Answers/feedback
They will also be attending schools as part of their 'Community Engagement' campaign - PACT (Partners and Communities together).

The number to call to report any non-urgent crime, including speeding drivers, vandalism, groups of youths misbehaving and similar anti-social behaviour is: 08457 444 888. This a great opportunity for the community to work with the Police to drive down low level crime which impacts on all of us.

'Cycling in the City - using your bike to get around Hereford'. Paula McGivern, a qualified cycle trainer and volunteer Sustrans Ranger will be talking about cycling in the City and showing a short film about cycling in Copenhagen. This will be followed by the usual Association business.

Community Association meeting - Monday 8 May - 7.45pm
Mark Hubbard, Guest Speaker, Chairman of the Friends of the Castle Green will be outlining some of the history and future plans for the Green. This will be followed by the usual Association business.

A speaker from the Civic Society will be talking about what the aims and aspirations of the Society and how it contributes to the local built environment. This will be followed by the usual Association business. Meeting at The Riverside Centre (WRVS) on Vicarage Road.

'Fairtrade and Local Produce’ presentation by Rob Hattersley plus a Fairtrade Stall for Christmas presents! This will be followed by the usual Association business. Meeting at The Riverside Centre (WRVS) on Vicarage Road.

Community Association meeting - Monday 7 November - 7.45pm
The St James and Bartonsham Community Association is now meeting at a new venue - The Riverside Centre (WRVS) on Vicarage Road and the next meeting will have guest speaker Bill Bloxham, Herefordshire Council's Chief Conservation Officer, talking about what his department is responsible for and what it means to live in a Conservation area such as St James. This will be followed by the Association's AGM and usual Association business.
