This project was an attempt to salvage the cruise terminal possibilities developed for the Town Point project and eschewed by Norfolk. The complex included an office/industrial complex and marina and was located on the Elizabeth River close to the Town Point and Crawford Harbor projects, on property part of the privately owned drawbridge into the Norfolk Navy Yard. This was not built.
