His name is Julian Beever, and he has the ability to make ornate chalk pavement drawings that pop out at you when viewed from the right spot. If you are not averse to some adult advertisement, this site shows some of his drawings, as well as off-perspective shots to show just how unusual and remarkable his talent is.
