The problem is that Sally's rally car has a speedometer calibrated in m/s, not km/hr, and she's too busy driving to do the conversion. 

     Isn't it fortunate that you have the time to do the conversion? Great! Convert the speed limit (100 km/hr) into m/s for her. Better write it down, in case you have to convince the officer!
