There is a Drawing Setup option, "sym_flip_rotated_text", which is used to control whether symbol text rotates with the symbol.  The default value for this option is "no".
Please see the picture below which illustrates the differences if you leave it at "no" or set it to "yes".  I have shown the same symbol at 0, 90, 180 and 270 degrees.

You can see in this example that it is much more satisfactory to set this option to "yes".
