VTC Annual Report 2001


Background
The Vocational Training Corporation (VTC) was established in 1976 by the temporary law No.35 as a semiautonomous organization under the supervision of the Board of Directors which is chaired by the Minister of Labor.   Today the VTC operate under the law No. 11 (VTC Law) of 1985 and its revised law No. (50) of 2001 as well as law No. 27 (Occupational Work Organization Law) of 1999.

The main roles of the VTC are:
a.

Provide vocational training opportunities for technical workforce preparation, upgrade workforce in different programs and vocational training levels (nonacademic), which include:
 1. Apprenticeship
 2. Workforce upgrading
 3. Intensify training for different occupations
 4. Training in the field of occupational safety and health

b.

Provide Assistance for the small and medium enterprises.

c.

Organize the occupational work by classifying work places and workers.

Authorities of the Board of Directors:
a.

Draw up basic policies of the Corporation.

b.

Prepare plans and vocational training programs.

c.

Study the needs of vocational training programs for different levels.

d.

Decide common bases of occupational training levels.

e.

Decide common bases for required instructions for implementing the Corporation activities.

f.

Prepare required project systems.

g.

Agree on annual budget project to be submitted to Cabinet for endorsement.

The authorities and duties of the Director General are:
a.

Apply policies decided by Board of Directors to implement decisions being declared.

b.

Supervise on the works of the VTC employees and manage the executive body.

c.

Prepare annual budget project to be presented on Board of Directors.

d.

Any authority assigned by the council or systems on regulations within the frame of this law.


The financial resources of the Corporation consist of:
a.

Allocated money from general budget.

b.

Revenue from practical works.

c.

Any funds and technical assistance provided to the Corporation approved by Cabinet.



Types of Training Programs Implemented in VTC


A) Vocational Preparation Programs

i) Training Program for the Semi-Skilled Level
This program aims to prepare manpower to the semi-skilled level.   The period of this program determined according to the requirements of specialization with a number of hours not greater than 700 hours.   The applicant for this program must have the ability of reading and writing and be no younger than 16 years old.   The graduate is given a certificate in semi-skilled level after completing the requirements of the training program and passing the standard test.

ii) Training Program for the Skilled Level
This program aims to prepare manpower to the skilled level.   The period of this program determined according to the requirements of specialization, not less than two terms and not exceeding four terms, and 700 hours for each term.   The applicant for this program must have completed the 10th grade, and be no younger than 16 years old.   The graduate is given a certificate in the skilled level after completing the requirements of the training program and passing the standard test.

iii) Training Program for the Craftsman Level
This program aims to prepare manpower to the craftsman level.   The period of this program determined according to the requirements of specialization, not less than two terms and not exceeding four terms, and 700 hours for each term.   The applicant for this program must have completed a secondary school certificate.   The graduate is given a certificate in the craftsman level after completing the requirements of the training program and passing the standard test.

iv) Applied Secondary Education Program
This program aims to prepare manpower to the skilled level.   The period of this program is 24 months.   The applicant for this program must have completed the 10th grade, and be no younger than 16 years old.   The graduate is given a certificate in applied secondary education and a certificate in the skilled level after completing the requirements of the training program and passing the standard test.

v) Safety Supervisors Program
This program aims to prepare participants to work as vocational safety supervisors in work places according to the requirements and safety instructions issued by the Ministry of Labor.   The applicant for this program must have completed a secondary school certificate.

B) Upgrading Program

i) Technical Upgrading Programs
These training programs aim to upgrade participants skills in their occupations.   Instructors, training officers and training engineers in the VTC as well as other institutions and industries.

ii) Instructor Training Programs
These training programs aim to train instructors, training officers and training engineers in the VTC and other institutions.

iii) Supervisory Training Programs
These training programs aim to train industrial supervisors who are working in both the public and private sectors.

iv) Occupational Safety and Health Training Programs
These training programs aim to train instructors, supervisors and engineers who are working in both pubic and private sectors.

The VTCs total budget for 2001 was JD 7,728,792/= while the revenue was about JD 554,863/=.

VTC continues to promote cooperation with international organizations in the field of technical assistance, experts, equipment, development studies, etc.
