This design has been created to balance ease of access, ease of update and speed of display. Its content is partially hand-coded and partially automatically generated to speed the process of applying updates.
The "columular" layout is made possible using frames and javascript to ensure that deep-linked pages always display with the apprioriate secondary and primary navigation.
