  | Florida uses an estimation methodology prepared by Kevin E. Kip, Ph.D., as part of the report by the Data and Needs Assessment Workgroup of the Florida Commission on Mental Health and Substance Abuse. According to this methodology, the statewide estimate of the one-year prevalence of serious emotional disturbance is 7.9 percent for children under age of 18. This statewide estimate corroborates the national estimates ranging from seven percent to nine percent provided by the Center for Mental Health Services (CMHS) as part of the Data Infrastructure Grant data requirements. With a total population estimate of 3,910,318, based on projections from the 2005 Census, there is an estimated 308,915 Florida children with serious emotional disturbance.
