Phrase of the 天 ("day")

Random browsing in Wikipedia can help in writing a Carnegie Fellowship application essay! (We'll see...)

I am trying to write an essay about whether or not China's "rise" to global eminence is threatening to the US and the world. While brainstorming and randomly surfing the all-knowing website Wikipedia, I came across this phrase from the Shiji, the Chinese Records of the Grand Historian:

内平外成
(Nei ping wai cheng.)
"Peace inside and prosperity outward."

The current Japanese emperor's era (Heisei)is taken, in part, from this phrase. Fancy that.
