The Whiting City Council met in regular session October 2,2006, 7:00 PM with Mayor Marr
presiding.
Council present: Lyons,Jones, Mattingly, Haack
Absent: Bock
Minutes of previous meeting approved as mailed.
Public hearing on Mid American gas franchise was opened at 7:05 PM.
There were no written or oral objections heard.
Public hearing closed at 7:08 PM
Ordinance 2006-6. An Ordinance Granting To Mid American Energy Company, Its Successors
And Assigns, The Right And Franchise To Acquire, Construct, Erect, Maintain And Operate In
The City Of Whiting,Iowa. A Natural Gas System And To Furnish And Sell Natural Gas To The
City And Its Inhabitants For A Period Of 20 Years,
Motion by Lyons second by Haack to approve Ordinance 2006-6.
Roll call vote, all in favor.
Motion by Mattingly second by Jones to waive 2nd and 3rd reading Ordinance 2006-6.
Roll call vote, all in favor
Motion by Haack second by Lyons to approve 3rd and final passage of the natural gas franchise
Ordinance.
Roll call vote, all in favor.
Motion by Jones second by Mattingly to dispense with the requirement that an election by held
to approve gas franchise Ordinance, and that gas franchise Ordinance shall become effective upon
the date of its publication.
Roll call vote, all in favor.
Resolution 2006-3.Resolution Designating The National Incident Management System (NIMS)
As The Basis For All Incident Management In The City Of Whiting.
Motion by Lyons second by Haack to accept Resolution 2006-3.
Roll Call vote, all in favor.
Marty Choquette, Long Lines, discussed possibility of installing antennas for wireless telephone
service on the City water tower.
Motion by Haack second by Lyons to precede to review the site lease agreement.
Motion carried
Ordinance 2006-5 3rd and finale reading. An Ordinance Adding Section 3-5-36 To The Whiting
Municipal Code And Prohibiting Parking On The East Side Of Shannon Drive From The North
Line Of Lot Nine (9) To The South Line Of Lot Ten (10), Whittier Addition, City Of Whiting,
Monona County, Iowa.
Motion by Mattingly second by Jones to accept 3rd and final reading Ordinance 2006-5.
Roll call vote, all in favor.
Motion by Lyons second by Haack to close 400 block of wells street from wells to bertram, on
October 22,2006 from 6:00 AM until 6:00 PM for auction.
Motion carried.
Motion by Mattingly second by Jones to approve tax abatement application for Scott and Paula
Harding. Motion Carried.
Clerk to request city policy handbooks from other cities for Council to review.


Motion by Mattingly second by Jones to allow bills. Motion carried
