| #1 Funding for
the Iowa
Veterans Home in Marshalltown The American Legion believes that the plan of net budgeting currently in place is working and has proven effective. The American Legion supports adequate funding for the Iowa Veterans Home and recommends the process of net budgeting be continued. #2 Military Service Property Tax Exemption Survey The Code of Iowa authorizes a military service property tax credit and exemption. Section 25B.7 specifies that funding for such property tax credits and exemptions shall be fully provided by the state through the appropriations process. Section 25B.7 also provides that when the state appropriation is not sufficient to fully fund the credit or exemption, the political subdivision (county) overseeing the credit or exemption shall be required to extend to the taxpayer only that portion of the credit or exemption funded by the state appropriation. The American Legion calls for a military service property tax exemption survey of the 99 counties in Iowa to determine the amount of the military service property tax exemption currently being extended in each county. It is further recommended that the results of this survey be used to develop a strategy by which the military service property tax exemption extended to the veterans in Iowa can be equalized and not be dependent on location of residence. #3 Adequate Funding and Staffing for the Commission of Veterans Affairs The American Legion of Iowa supports adequate funding for the State of Iowa Commission of Veterans Affairs. #4 Confidentiality of Veterans Records The last session of the Legislature approved changes addressing the confidentiality of veterans records. There have been numerous indications of problems with the language of the new law. The American Legion of Iowa recommends the Iowa Legislature revisit the confidentiality of veterans records to make the law work for the veterans. |
