CITY OF WHITING


COUNCIL PROCEEDINGS


OCTOBER 27, 2008


The Whiting City Council met in special session on Monday, October 27, 2008, 5:00 pm, in the council chambers.  Mayor Pro-Tem Haack called the meeting to order with council members, Kepner and Bird present.  Pope absent.

Council member Sarrazin entered the meeting at 5:01 PM as Mayor Pro-Tem Haack was announcing the change of Mayor status.  Thomas Marr resigned as Mayor of Whiting on October 20, 2008.

Public Hearing opened at 5:03 PM to act on a proposal to authorize a Loan Agreement authorizing and providing for the issuance of a $70,000.00 General Obligation Capital Loan Note Series 2008-02 as financing of sanitary sewer and water main construction in Easton Addition in the City of Whiting.  With no written or oral objections the Public Hearing closed at 5:05 PM.

Motion by Bird and seconded by Sarrazin to approve RESOLUTION NO. 2008-08:  “RESOLUTION APPROVING AND AUTHORIZING A FORM OF LOAN AGREEMENT AND AUTHORIZING AND PROVIDING FOR THE ISSUANCE OF A $70,000.00 GENERAL OBLIGATION CAPITAL LOAN NOTE, SERIES 2008-2 TO PROVIDE FOR THE FINANCING OF SANITARY SEWER AND WATER MAIN CONSTRUCTION IN EASTON ADDITION IN WHITING, IOWA.  Roll call vote, passed unanimously.

Any other business included publishing a Notice of Appointment to Fill Mayor vacancy.      Mayor Pro Tem Haack will work with the Police Chief on schedule.

With no further discussion, meeting was adjourned at 5:12 PM
