COUNCIL PROCEEDINGS
OCTOBER 1, 2007

Mayor Tom Marr called the meeting to order at 7:00 PM. Clerk called roll. Present: Seward, Pope, and Haack. Absent: Corkery and Lyons.
Motion by Haack and seconded by Pope to approve the consent agenda which included the minutes of the September 10, 2007 meeting and bills as listed. The financial report was not presented due to the clerk not having the bank statement before the meeting. Roll call vote, all in favor.
David Thomas attended stating he needed an Eagle project to receive his Eagle rank. He suggested he would plant trees at the new sports complex, which he would do the fund raising and the labor for the project. Council suggested we call MidAmerican Energy regarding their Tree-Planting Program for any funding or trees. Haack made a motion to help fund David on 10 trees (suggested Autumn Blaze Maple 8-10 ft) and checks could be written to the city for this project, Seward seconded. Roll call vote, all in favor.
Motion by Seward and seconded by Pope to pass 2nd reading of Ordinance No. 2007-1, Amending Chapter 1 of Title IV of the Whiting Municipal Code and providing for licensing and control of dogs and cats. Roll call vote, all in favor.
Motion by Haack and seconded by Seward to give a $500 donation to the Rodeo Assn. For the use of the rodeo. Roll call vote, all in favor. They were informed to let the city know of other events taking place at the rodeo grounds and to keep the weeds under control in the area.
Clerk will apply for tree-planting grant from MidAmerican Energy Company.
Motion by Haack and seconded by Seward to purchase 2003 Gravely lawn mower from Robertson Implement Co. for $900 with the trade in of the kubota and the John Deere. Roll call vote, all in favor.
Will discuss at a later date if need of a trailer for the new mowers.
Motion by Haack and seconded by Pope to display a Long Lines sign at the concession stand at the new sports complex as a major contributor. Roll call vote, all in favor.
Skip advised that more trees might need to be removed or trimmed due to the recent winds. Will talk to Wolf Tree Service and get a bid.
Will evaluate seasonal cemetery and summer part time help on the January 2008 agenda.
Jeff Johnson will check into updating our city's code books.
Reminder to put salaries for the 2008 fiscal year on the December agenda.
Skip will check into repairing road by elevator with some cold patch.
Discussion was on employee part time work. Will possibly evaluate every year.
Steffen Engineering was unable to attend so the housing project was tabled.
