CITY OF WHITING

COUNCIL PROCEEDINGS

JULY 7, 2008


The Whiting City council met in regular session on Monday, July 7, 2008, 7:00 PM in the council chambers.  Mayor Marr called the Public Hearing meeting to order to authorize loan agreement for grader.  Council members present were Kepner, Haack, Sarrazin, and Pope.  No oral or written comments were received.  With no comments, motion by Haack and seconded by Sarrazin to close the Public Hearing at 7:02 PM.  Roll call vote, all in favor.

Regular meeting was called to order at 7:02 PM.

Motion by Haack and seconded by Sarrazin to approve Resolution no,. 2008-06-RESOLUTION APPROVING AND AUTHORIZING A FORM OF LOAN AGREEMENT AND AUTHORIZING AND PROVIDING FOR THE ISSUANCE OF A $40,000.00 GENERAL OBLIGATION CAPITAL LOAN NOTE, SERIES 2008 TO PROVIDE FOR THE FINANCING OF A GRADER FOR THE CITY OF WHITING.  ROLL CALL VOTE, ALL IN FAVOR.

Motion by Haack and seconded by Sarrazin to approve the consent agenda with minutes, of June 2 (regular meeting) and June 30, 2008 (special meeting), financial report and bills as presented.  Motion carried.

John Atmore attended the meeting and addressed the council on his concern of utility poles and trees.

Bird entered the meeting at 7:15 PM.

Discussion was held on the main street flag pole repair.  Skip will get estimates on repair.

Motion by Haack and seconded by Pope for clerk to attend IPERS I-Que training session in Storm Lake, IA on July 22, 2008.  Motion carried.

Council members will evaluate and report back on property inspections.

Lots in the Whiting Addition Phase II addition were discussed and tabled until next meeting.  Will check with attorney and proceed with the sell of the lots.

Jeff Johnson would like city to check into providing proper material for closing of the streets of Whiting on certain occasions.  Skip will get prices.

With no further business the meeting was adjourned at 9:00 PM.
