CITY OF WHITING
COUNCIL PROCEEDINGS
MAY 5, 2008
Mayor Tom Marr called the regular meeting to order at 7:00 PM. Clerk called roll. Present: Sarrazin, Kepner, Bird, Haack and Pope. Jeff Sar, city attorney, also present.
Motion by Haack and seconded by Bird to approve the consent agenda, which included the minutes of April 21, 2008 special meeting, bills as listed, financial report and Building permits/Abatements for Lowell & Brenda Larson, James Anderson and Larry Probert.
Pam Storm represented the Whiting Community Club and gave the council a Playground Update.
Equipment has been ordered and will arrive this summer for installation.
Catherine Mortensen reported that Charlie's Lounge would be placing a beer garden along the side of their building. Was informed a building permit for the fence was not required because of previous existing garden. They will get approval at a later date.
Darrell Deen was present and voiced his concern on a dog nuisance.
Motion by Haack and seconded by Kepner to approve the covenants for the Whiting Addition Phase II. Roll call vote, all in favor.
Jerry Steffen, representing Steffen Engineering presented the survey plat for the Whiting Addition Phase II. Motion by Haack and seconded by Bird to approve the survey by Frontier Consultants, Inc. as presented with the changing of Logan Street to Walnut St. Roll call vote, all in favor.
After further discussion regarding the covenants, Sarrazin made the motion to rescind the motion to accept the covenants for Whiting Addition Phase II, Pope seconded and with roll call vote, all was in favor. Will revise with the possibility of meeting for a special meeting soon.
Sealed bids for the usable trailer were opened at the meeting and Pope made the motion and Sarrazin seconded to accept Garry Clark's bid of $302. Roll call vote, all in favor.
Skip presented to the council several bids on graders for the city. He was given authority to look and report back to the council on the one that he thinks would be the best for the city. Talk was to advertise for the sale of the old grader.
Motion by Bird and seconded by Pope to hire Alex West for the summer maintenance position @$7.25/hr. for the city. Roll Call vote, all in favor.
Whiting School Utility was discussed and will remain the same.
Haack made the motion and Kepner seconded it to hire Patricia Adams to drive the swimming bus this summer for one month twice a week. Will start in July. Will advertise the dates. Roll call, all in favor.
Pope made the motion and Bird seconded to let Pleasant View Care Center have a public hearing on June 2, 2008 for the USDA grant application. Roll call vote, all in favor.
Will continue to review the ordinances.
Skip received a proposal from Knife River to repair Main St. of $3950.00. Motion by Haack and seconded by Pope to accept the proposal. Roll call vote, all in favor.
Skip is to get bids on steel roofs for the two well houses and report back at the next meeting.
Motion by Pope and seconded by Bird to purchase 3 more loads of bottom ash for the ball diamond drive and purchase necessary gravel for the roads in Whiting. Roll call vote, All in favor.
Police officer/practices and procedures were discussed.
With no further business the meeting was adjourned at 9:47 PM.
