1. Add 1/2 inch to height and width of canvas size.

2. Select with marquis tool just inside art.

3. Add feather of 30 pixels.

4. Inverse selection and hide it.

5. Use Filter, Brush Strokes, Spatter.

3. Use Filter, Fade Sprayed Strokes, Mode, Difference.
