President Bush has enjoyed using recess appointments to bypass the Senate with controversial nominees. These have included John Bolton, Julie Myers, Tracy Henke, Ellen Sauerbrey, and others.

So, as Sen. Harry Reid sets up the schedule for the next Senate, he has eliminated recesses.

Congressional oversight of this White House has devolved to the principles for supervising elementary school students: misbehave, and you lose your recess.
