Bush: I Can Read Your Mail

From The Land Of The Free:

The President asserted his new authority when he signed a postal reform bill into law on Dec. 20. Bush then issued a "signing statement" that declared his right to open people's mail under emergency conditions.

That claim is contrary to existing law and contradicted the bill he had just signed, say experts who have reviewed it. (link )

So, Bush signs a law stating that the government can't read your mail without a warrant, and adds a "signing statement" which in effect says: "Unless I want to."

So, whose mail has he already read? Whose mail is he reading now? Will Congress ask questions like this?
