To run the service locally, follow these steps:

* install the latest version of Ruby and Rails
* extract the ranking.zip archive
* browse in your console window to the file "ranking" (using the cd command)
* then enter the command > script/server
* open a web browser and go to the url: 
	
http://localhost:3000/define/framework

* there is an empty field which you need to fill in, you can copy paste the content of the file offers.txt
* press on the submit button and wait until the browser window refreshes itself
* you obtain as a result the quality of each offer and its quality/price ratio
* the best offer is the one with maximal quality/price ratio
