Emergency Human Rights Delegation to Chiapas
September 16-21, 1999

Members of the delegation who visited Amador Hernandez were shown by the local indigenous protesters that the Mexican Army had set up a series of concealed pit-traps all around the perimeter of the barbed wire encampment. Delegation members went with the villagers and personally counted 36 such traps.

The delegation members subsequently retrieved one of the traps from the hole it had been hidden in and confronted the Mexican military and Mr. Ivan Comacho, the Chiapas PRI "political operative," on the scene with it. The authorities said that they had not placed any such traps and suggested that the villagers were the one who had placed the concealed traps.

Later, after the delegation produced this same trap to the members of the Mexican press corps at a news conference in Mexico
City, the government coordinator for the dialogue in Chiapas, Emilio Rabasa, publicly denied that the military had placed any traps in Amador Hernandez; and attacked this delegation's reports as being false and "provocative."
