Emergency Human Rights Delegation to Chiapas
September 16-21, 1999

The delegation also visited Ejido Morelia, which is the site of EZLN's Aguascalientes IV. We found a community that is currently experiencing a great deal of tension due to various threats they have received. Community members interpret this as simply being part of the Mexican government's persistent low intensity war against the indigenous communities of the area They claim that a government representative, Juan Viafuerte, has been actively stirring up counterinsurgency activities among local PRI supporters and encouraging paramilitary activities.

Late in August, the Zapatista supporters in the area held a peaceful march at which they expressed their concerns. Afterwards, the demonstrators were attacked by some PRI supporters who threw rocks at the demonstrators. In the following days, a group of PRI supporters entered a local civil peace camp and told observers to leave the area "within the hour" or they would face harm. At the same time, several officials of the Aguascalientes IV were seized without trial and put in the local jail for several days. Eventually, the imprisoned leaders managed to escape, but concern persists that groups may be waiting for a chance to re-imprison them. The villagers also told us of repeated threats to forcibly dismantle the Aguascalientes IV; and, in light of what has happened elsewhere, they take those threats very seriously.

While the delegation was in Morelia, we observed the women of the community working in the communal farm that is part of the Aguascalientes IV.

The entrance to Aguascalientes IV in Morelia. The site includes an auditorium, library, school, machine shop, and buildings for processing the corn and coffee which they harvest.
The group met with representatives of the community on the stage of the auditorium building.
In the meeting with local leaders, the group was briefed on the local situation and allowed to ask any questions we wanted. Afterwards, the group was given a tour of the area.
During the time the delegation was meeting with community leaders, women from the community were working in the fields. They were cultivating the ground and interplanting beans as second crop to grow along with the corn.
One of the many beautiful hand painted murals on one of the outside walls of the auditorium.
