Population Registers were used in the Netherlands to provide information about an individual. In concept there is one card per person created at birth. If a person moves to a new locale, the card is updated with the new location and date of move and sent to the new locale; however, a copy is kept in the old locale.

If the person leaves the country, for example due to emigration, the card is updated with the country and date of emigration and the card sent to the Central Population Register. |
