Hi! My name is Erin Milway and I work for Council Member Scott Benson. The City is in the midst of negotiating with MnDOT about noise walls, bridge design, lighting, etc (mitigation) affecting the neighborhoods adjacent to 35W and the 62 Crosstown. We feel it is absolutely important to work out some of the quality of life issues (mitigation, aesthetics) along the corridor before the City looks at the possibility of giving its consent for the highway to be expanded (the Municipal Consent vote is in early September). The Ward 11 Office is working with City engineers, MnDOT, and a private consultant to review the Aesthetic Design Guide (2001) which lays out the ideal design of noise walls, gateway design, lighting, bike paths, etc. in the areas along the 35W corridor. We realize, however, that the aesthetic plans in the Design Guide (2001) may not represent the current desires/needs of residents immediately affected by the 35W/ Crosstown project and would like community input on questions like:

Do you want a noise wall in your neighborhood? What type of noise wall would you prefer? What type of lighting seems best to you? Where would you like to see the City and MnDOT focus its priorities in funding enhanced bridges, etc.?

We have reassembled the group of consultants, engineers, and citizens who developed the Design Guide in 2001 to address the viability of the Guide given the extensive expansion of the project that has occurred with the most recent layout proposal. The next step is to create a committee of citizens (2 or 3 from each neighborhood) to identify priorities and indicate preferences. The committee will meet twice at the members' convenience sometime in the next 3-4 weeks. Your suggestions as to who from your neighborhood would like to/ would be best to have on this committee would be extremely helpful to our office in creating this committee. Our ultimate plan is to then open up the discussion to the entire neighborhood though neighborhood meetings to get the most input possible. The purpose of this process is to figure out exactly what the neighborhoods want in terms of mitigation and aesthetics before we enter into intense negotiations with MnDOT concerning municipal consent, funding, etc. This issue is a top priority for the Ward 11 Office, and we look forward to community input and involvement. Please respond with suggestions for committee members (they don't have to be on the neighborhood board necessarily) as soon as possible; we would like to move to the scheduling phase before Labor Day. Please feel free to foreword this e-mail on to any other neighborhood board members you feel would be interested,
