Subject: Hello Board --NRP Participation Agreement and Plan Mod
Here is the plan modification I'll have print outs of where the money is coming from and going to. Ed Wunsch will oversee this portion of the meeting and Peg Mountin, our NRP contract person, will be available to answer questions and clarify.
Plan Modification Resolution August 16, 2004
Redirection of Funds
The Tangletown Neighborhood Association accepts the recommendations of the Tangletown NRP Oversight Committee to:
1. Reallocate funds from Phase I Business strategy 2.1.1.1, Business Node Improvement Fund; to fund the Phase II Participation Agreement, not to exceed $36,000
2. Reallocate funds from Phase I Business strategy 2.1.1.2, Lyndale Stretscape Implementation Fund; to Neighborhood Livability strategy 1.2.2.1, Plan Implementation Support, not to exceed $73,967.35 Total Reallocation not to exceed: $109,967.35.
3. Modify the language of Phase I Neighborhood Livability strategy 1.2.2.1:?Hire personnel and provide an administrative budget to complete the implementation of the Plan.? to ?Hire personnel and provide an administrative budget to complete the implementation of the Plan, and thereafter, to facilitate plan development of Phase II.? and directs its president to sign all contractual documents pertaining to these matters.
Rationale: All of the Phase I projects that can be completed, have been contracted, except for the Lyndale Streetscape strategy. The Lyndale Avenue improvements will not likely be accomplished in the near term. The neighborhood will fund the Phase II Participation Agreement with Phase I funds and provide continued support for the Tangletown Neighborhood Association until the NRP Phase II plan is fully approved by the City. Funds remaining in the Plan Implementation Support strategy will then be reallocated to support implementation of the Phase II plan. By redirecting remaining Phase I funds to Phase II administrative costs we will be able to direct more, if not all, Phase II funding toward actual projects.
I am attaching the updated version of the PA---- not much has changed since you saw it last-- some language changes and the budget has increased by about $4,000 -- so the plan modification works.
