Date: October 4, 2004 4:15:09 PM CDT
The Citizen's Participation money is that amount that the board receives yearly and helps to cover the costs of things like the news letter and other mailings. If you can be one of the two from Tangletown to attend this meeting let me know and i'll forward your names See Below:
Dear Neighborhood Board Chairs and Staff,
Please forward the names (with address, phone, & email) for the two representatives of your neighborhood who will attend the focus group meeting on Citizen Participation. The meeting will be held on Wednesday, Ocotber 13th, 7:00 to 9:00 pm, at the National Guard Armory and Community Center at 1025 Broadway NE.
The neighborhood's have relied on the Citizen Participation funding and structure to support their officially designated neighborhood group. Since the new CPED organization does not include a citizen participation department, this meeting provides an opportunity to comment on whether or not this function should continue in the City.
Thank you for giving this matter your immediate attention. Peg Mountin.
The NRP will be holding a focus group session on Wednesday, October 13, 2004, at a location to be determined. We are requesting that each neighborhood group appoint two people to represent the neighborhood in this important discussion. Your response is needed by October 6, 2003. Those appointed do not need to be board members, but experience in the NRP process would be most helpful. Please respond prior to October 6, 2004, with the name, address, phone number and email of the people selected to attend this very important meeting. Neighborhood staff persons may volunteer to assist, but we request that they not be included in the focus groups for your neighborhood. Background information follows. Thank you, Peg Mountin.
BACKGROUND
As you may be aware, the current MCDA Citizen Participation process as we know it was not carried forward in the ordinance that established CPED. As such, the city extended the yr. 30 Citizen Participation Contracts from their original expiration date of 5/31/04 to 12/31/04.
There is currently an initiative being led by Council Member Dan Niziolek with support from CM Scott Benson and Don Samuels to examine "Civic Engagement" in the city as a whole. This of course includes the current Citizen Participation process.
There has been a process set up to examine these issues during the next month or so. The time-line is very rapid and the resulting conclusions will be made by mid-December.
There will be a committee comprised of two appointees from each political ward that will act as a processing group for this initiative. If you know someone who would be good for this group, you need to have them contact their council members right away as appointments are already being made.
The NRP role in this initiative is to conduct a focus group of key NRP constituents. NRP is asking that each neighborhood appoint, elect, request 2 people from each neighborhood to participate in this focus group. These two people cannot be neighborhood staff. They must be volunteers.
The focus group will be held on October 13th at 7:00 p.m. The location has yet to be determined. I will get back to you with that information.
It is essential that each neighborhood have representation to this focus group. We need to be able to show that NRP can organize people effectively and quickly in an effort to show that this can and will be a credible process with good participation.
The results of the focus group will be compiled and given to the 26 member task force appointed by the council to make recommendations regarding the future of citizen engagement in Minneapolis.
Please send me or call me with the two names of the volunteers that will be attending this focus group. I need the name, address, phone number and e-mail address of these people. We need this information in our office no later than October 6th.
If neighborhood staff would like to participate as facilitators or assistants at this focus group, please let me know that. We can use your help for break out sessions.
This is a very important initiative and one we must all take very seriously. Thank you. |
