I sincerely hope the transition happened well and, in the end, is satisfactory to the Coalition and the Itani population across the galaxy. Regardless of the reasons and the means of the power transfer. What is contained in this document are descriptions of long-term goals I have set for the Coalition Of Itan. It's content is very sensitive and may not please part of the electorate. But before you consider any action based on the following, I urge you to look at the grand scheme of things. These goals are privy to the Commander. ITAN members do not know about this. They are kept in the dark for the good of Itanis. For long now, the Serco population has harassed Human kind. Akan might not have had the right technique or discourse, but history shows his "preventive" attacks at least pushed Sercos back and and delayed any further attacks by a few years. Now that conflict is inevitable, we need to seize the moment and act in ways, perhaps unorthodox, to fuel the war in order to sway, in our favor, those Itanis who still resist the war. This brings a few interesting and very important points. First, capturing the infamous so-called Doctor, Lecter himself, was an unimaginable surprise when it happened and we were sure to execute him no matter what. But then... something occurred to me. If we indefinitely imprison Lecter, or better yet kill him, we may loose some more support for the war efforts. If one of the most dangerous Sercos around is captured, then it theoretically means Itanis are safer than ever. For the long term viability of the Itani nation, however, we can not in any way loose that support and we need to make sure the implied threat to Itanis is strong enough for the war efforts to be sustained. As the Itani population is already larger than the Sercos, this can only mean inevitable total indexation of the Sercos in the years to come. IF the war efforts are supported by the majority of the Itanis. Therefore, as Commander, I have personally made sure that Lecter remains alive. Better yet... we need Lecter on the loose. Of course the trial was a sham. It was meant to demonstrate that as Itanis, we care for a lawful universe and thus find a reason not to kill Lecter. It was also a means to justify not killing him outright from his cell block the moment he entered. The judges panel was arranged. Only 4 people were on the panel. Myself, Smittens, Miharu and Dragon Of Fire. DoF never returned his verdicts, of course, so I had a copy of his own. Smittens might have smelt the shoddy voting scheme and resigned from the panel before submitting his verdicts. Not that they would have counted much. So down to 5 "judges", I was handling four verdicts and Miharu only one. I simply used her because knowing she's a blabermouth to her minions, we'd have rumours that "real" people were on the panel sometime in the futur. So, with a non-fatal sentence assured, I had secured Lecter's life. And by hiring shoddy security guards, I knew he would escape somehow. Lecter might have caught on to some imaginary trap and actually returned in his cell. Perhaps he feared reprisal from SCAR because all the bad publicity this thing generated around them. So the prisoner transfer was arranged and made "easy" for Lecter to change hands. The blame would fall on the shoddy guards we had hired to guard him. One even blipped an organ scanner. He was Serco for sure. I then tweaked the station scanners to avoid Serco detection and give them safe passage. Little did they know. Now I was certain his rescue would be possible. Yes. we could loose a few heads in the operation. But a threatening Lecter is crucial for the long-term victory of the Itanis. Lecter even ignored a cell key that was slipped in one of his Lamb meal. Although he was supposed to be on a strict vegan diet. LeberMacs would have never guessed he was handing out the cell key. Because I may not survive this prisoner transfer operation myself, I have made this file automatically-transfered to any new ITAN commander. Long live the Coalition of Itan.
