It's interesting how government's good intentions can bring about just the opposite.
Take the hybrid automobile Toyota Prius story in California.The government tried to reduce emissions and unclog highways by giving Prius owners special stickers allowing them to drive in High Occupancy Lanes, (for cars with two or more occupants) with just a driver. It was a reasonable idea, because before the Prius stickers the reserved lanes were operating only at two-thirds of their capacity and were not easing congestion. The California Department of Motor Vehicles was also hoping that people will buy more environmentally sensitive Priuses to reduce pollution.
At the beginning the stickers did exactly what they were supposed to do. People who wanted to get to work faster, were buying Priuses to ride solo in high occupancy lanes. However, the lanes soon became clogged and the drivers with longer commutes who bought the Priuses to get stickers and save time lost the advantage. The result was more cars on the highway in all lanes, less carpooling, greater crowding, slower traffic, longer commutes and more pollution.
The big losers were the heart-warming environmentalists who paid big money for the expensive Priuses and the government did more damage than good.

Je zajímavé, jak někdy cesta do pekla je dlážděna dobrými úmysly.
Podívejte se třeba na to, co se stalo v Kalifornii s automobilem Prius. Kalifornská vláda, v dobré vůli, chtěla snížit emise a uvolnit dálnice tak, že vydala majitelům hybridnich aut Prius zvláštní nálepky, které je opravňovaly jezdit ve vyhražených pruzích solo, t.j. jen řidič. Normálně jsou tyto pruhy pro dvě a nebo více osob. Udělalo se to také proto, že zvláštní pruhy byly využité jen ze dvou třetin, a také jako popud ke koupi ekologicky citlivějších automobilů, které méně znečišťují ovzduší.
Ze začátku se zdálo, že nálepky dělají to, co se očekávalo. Lidé, kteří se chtěli dostat do práce rychleji si začali kupovat Priusy a s nálepkami jezdili ve volnějších pruzích. Zanedlouho se ale tyto privilegované pruhy také přeplnily a řidiči Priusů ztratili svou výhodu. Také ubylo "carpooling", což je domluva několika pasažérů s jednim řidičem. Přibylo automobilů ve všech proudech, provoz se zpomalil, cesta do práce se prodloužila a ovzduší se znečistilo.
Na dobrou myšlenku doplatili dobrosrdeční ekologové, kteří si koupili drahé Priusy a úřady, které nadělaly více škody než užitku. |
