Argument:
I personally believe that the owners of the Photograph in question were within their rights. But, there is an obvious gap in the Law with respect to original material such as this. I recommend that all such Photographs be digitized (at cost to the State Institution) before loss to the National Cultural Heritage and that all without exception shall have free access to such digitized images.
