Quoted directly from the City of Bozeman's website:
Neighborhood associations help citizens to:
- Organize to share opinions with City staff and elected officials;
- Address issues affecting a specific neighborhood;
- Host social events to help neighbors know one another;
- Stay informed about changes in the neighborhood.
The Neighborhoods Program provides the following to organized neighborhood associations:
- Notification of City projects in your area;
- Notification of leadership community workshops;
- Invitations to Round Table Discussions on neighborhood issues;
- Networking with other organizations;
- Notification of city and community events;
- A monthly e-newsletter.

(I find the official bozeman.net's links to old newsletters to be disorganized compared to this commercial site's.)
A lot of this info is quoted/paraphrased (with permission) from an email I received from Tracy Oulman, the Bozeman Neigborhood Coordinator. She verified this info with each of the neighborhood organizations. You may assume that any mistakes are mine.
The neighborhood communicates using email dialogue facilitated by their President, flyers, an annual meeting, other meetings as needed and newsletters delivered by volunteers. Volunteers are recruited during each meeting and a list of willing deliverers is maintained by the President.

South Third on the west, Kagy Blvd on the north, and Spring Creek Drive on the east and south. Internally, that includes Hill Street, Highland Court, Circle Drive, South Tracy Ave (south of Kagy), and Westridge Drive (east of South 3rd). SENA Proper was the originally-formed neighborhood association and includes all homes on the above-named streets.

On occasion, a big issue comes up and neighboring subdivisions have asked to be included in SENA meetings and notices. To that end, SENA Extended includes the area bounded by Kagy Blvd on the north, Goldenstein Lane on the south, and includes subdivisions like Fairway Drive (a condo association), Figgins Subdivision (west of S3rd), all of the Claire Daines development south of Graf and east of South Third (Westfield et al.), Allison Subdivision, and Sundance Springs. It also includes some homes on Willson Ave and Sourdough.

SENA Proper has about 165 homes. SENA Extended has more than 750 homes. Some of the more southerly subdivisions have HOAs (homeowners associations). Many rentals exist within the boundaries, especially in SENA Extended. The Figgins Subdivision has many student- and family-rented homes and SENA proper has formed a Statement of Neighborhood Character. The statement has been circulated among residents and also to property management companies in an effort to welcome renters and to inform them of neighborhood character.
SENA predates the Bozeman Neighborhood Program. The structure has a President - Vice President - Secretary - Treasurer. The President and VP attend INC meetings.
The neighborhood communicates using email dialogue facilitated by a resident, annual meeting, and flyers delivered by volunteers or mailed using the postal service. Apparently no WWW page.
