Philip A. Cooney


Philip A. Cooney was a lobbyist for the largest trade group representing the oil industry (the American Petroleum Institute).

A lawyer with a bachelor's degree in economics, Mr. Cooney had no scientific training, so of course he left the oil lobbyist group in 2001 to become the chief of staff for the White House Council on Environmental Quality for the Bush Administration (the office that helps devise and promote administration policies on environmental issues).

While in this position, Mr. Cooney repeatedly edited, removed or adjusted the text of government science reports to undermine and water down any suggestions that climate change might have any human contributions.

When his actions were discovered earlier this year, Mr. Cooney resigned.

After which, he was promptly hired by ExxonMobil.
