Another bone-head Homeland Security Decision?

As Jeff Grubb reports, the Red Cross isn't being allowed into New Orleans.

When I gave my donation to the Red Cross, I was giving it to help those people starving and dying of thirst on the underpasses on on the rooftops. According to the Red Cross' FAQ, the charity is not being allowed into New Orleans because Homeland Security has decided that too much assistance may encourage people to stay in New Orleans.

What kind of f'd up rationale is that--who wants to stay in New Orleans? They all want OUT based on every interview I've seen, and have sworn never to return.

Yes, I'm sure the Red Cross is helping elsewhere, and I'm not going to go so far as to direct anyone not to donate to that agency (without more research), but damn!
