Otschodela Council Amateur Radio Group (OCARG) is dedicated to the enhancement of the Scouting program through amateur radio and to the advancement of amateur radio in Scouting. Membership is open to any and all Scouters, amateur radio operators, Scouting and ham clubs and organizations, and all individuals, each with an interest in the Boy Scouts of America, World Of Scouting Movement, Girl Scouts of the USA, World Association of Girl Guides and Girl Scouts, and other youth organizations as they relate to amateur radio. While originally intended for Otschodela Council, Oneonta, New York, OCARG has expanded into a worldwide organization with members in more than 28 states and provinces, and eight nations. There are no membership dues, no officers, no constitution, no newsletter charges, no commercial advertisements, and no organized meetings. All communications are via email or ham radio. All that is required to join is an interest in ham-Scouting and an email to k2frd@ocarg.org requesting membership. OCARG is an FCC-licensed Amateur Radio Club Station with the callsign KZ2BSA. EFFECTIVE with the June 2007 edition, the OCARG EAGLE will cease publication due to the Editor-Publisher's two cancers and non-availability of a replacement editor.

HISTORY The Otschodela Council Amateur Radio Group had its humble beginnings following a Council Camporee in May 2000 in which the 90th Anniversary of Troop 1, Unadilla, NY was celebrated with a 15-operator Special Event Station, sponsored by the Chenango Valley Amateur Radio Association (Chenango Co, NY) using the Boy Scouts of America callsign K2BSA. Troop 1 is the oldest documented continuously chartered Boy Scout Troop in the United States, so a lot of attention was drawn to the activity. The Special Event was an overwhelming success and those of us who participated, all Scouters with ham radio licenses decided we had a good thing going, so organized as a Council-recognized radio club using the callsign KZ2BSA. Keeping tabs on one another was a problem due to distance and topography (couldn't reach all of us on a single repeater or HF frequency), so an online newsletter came into being. The word about this newsletter quickly spread, subscription requests flowed in from well beyond the original Council boundaries, and the OCARG EAGLE became an international ham-Scouting publication. We claim it is the only regularly published newsletter dedicated to ham radio in Scouting and Scouting in ham radio. Nobody has ever successfully challenged this claim and we continue to grow in readership with each issue.



SCOUT CAMP CALLING PROTOCOL UPDATED FOR 2007,

The Scout Camp Calling Protocol (SCCP) is intended to enable Scouts and ham-Scouters to communicate with each other via HF on specific frequencies at specific times. The purpose is to enable Scouts to observe and demonstrate the emergency capabilities of ham radio, to fulfil requirements for Radio Merit Badge, and to just ragchew with other Scouts. CURRENT AND ARCHIVED OCARG EAGLES. Note: Effective June 2004, all EAGLES are sent to subscribers in PDF format. Also, EAGLEs from 2000 through 2002 are now uploaded in PDF from their original Rich or Styled Text email format, albeit most with images missing. Most 2003 EAGLE editions are in html and may be missing images. Earlier EAGLEs will have URLs (hyperlinks, website addresses) which no longer are valid. We will print out a specific edition to mail via USPS upon request, presuming we have the copy in the archive.
