In 1937, the United States was still in a full throated depression. Workers were restive. Steel, automotive and other large corporations, were struck by sit down strikes and picketing. The New Deal was sympathetic to labor. Labor itself was split between the American Federation of Labor (AFL) who organized along craft lines and the Congress of Industrial Organizations organized by industries. The Fall River Line was caught, among other things, between competing labor organizations.
