Working Notes : Where does TOC fit?

Once I had found that systems theory helped explain the uncertainty at the heart of the Decision Theoretical approach to choice, I explored the Theory of Constraints as a methodology for dealing with the complexity that emerges from systems. I'm not sure where TOC fits into my big idea, except perhaps as an example of value-driven systems analysis.
