Working Notes : Stephen Toulmin, Foresight and Understanding: An enquiry into the aims of Science

I picked this up in a used book store in Groningen in the Netheralands. It's a slim volume, published in London in 1960. It is aimed at a broader audience. The Foreward by Jacques Barzun proposes that the public need not understand how to do science, but ought to understand its history and purpose. Toulmin then takes up this challenge to understand the purpose of science. The purpose of science defines what is successful or unsuccessful science.
