1. In a large saucepan, combine broth and vegetables (except onion), salt & pepper. Bring to boil. Reduce heat and simmer, covered, until vegetables are tender.
2. In a second saucepan, saute onion in butter until translucent, about 8-10 minutes. Add flour, cook 1-2 minutes, stirring constantly. Add milk and bring to a boil, stirring constantly, 2 minutes, until thickened. Stir in cheese until cheese is melted.
3. Add cheese mixture to broth mixture.
4. Add ham or smoked salmon (if desired).
