Paul Martin et le gouvernement libéral seraient ravis que les gens croient que l’arrestation de Guité et Brault met fin aux scandales dans lesquels ils baignent. Les accusations portées contre MM. Guité et Brault n’ont rien à voir avec les révélations faites par la vérificatrice générale en février - mais nous nous écartons du sujet. Voici une courte liste qui aidera à mettre la corruption libérale en perspective : le gouvernement libéral fait actuellement l’objet de 36 enquêtes de la GRC, ce qui fait de lui, selon toute probabilité, le gouvernement le plus taché par les scandales de l’histoire du pays.
· MDN : La GRC enquête sur un contrat attribué par le MDN à Compaq Canada (qui appartient aujourd’hui à Hewlett Packard). (National Post, 30 septembre 2003). Nombre : 1.
· Travaux publics : Paul Coffin a fait l’objet de 18 chefs d’accusation de fraude, pour un montant de 2 millions de dollars. (Globe and Mail, 29 septembre 2003). Nombre : 2. La GRC enquête toujours sur les contrats de commandites. Le nombre d’enquêtes total est d’au moins 13. Nombre : 15. La GRC enquête également sur l’aile du Parti libéral au Québec dans le cadre du scandale des commandites. (Calgary Sun, 26 septembre 2003). Nombre : 16. Un spécialiste de la rémunération à Travaux publics a été accusé de fraude et de vol. (Calgary Sun, 26 septembre 2003). Nombre : 17.
· Industrie Canada : La GRC enquête sur des soupçons de fraude et de corruption au Conseil national de recherche du Canada, impliquant des « trop-payés » possibles à des bénéficiaires de subventions gouvernementales. (Globe and Mail, 29 septembre 2003). Nombre : 18.
· DRHC : Des agents enquêtent sur des allégations selon lesquelles au moins un employé fédéral a été récompensé pour avoir aidé des entités externes à obtenir des fonds fédéraux. (Globe and Mail, 14 octobre 2003). Nombre : 19.
· Radwanski : L’ancienne leader du gouvernement au Sénat, l’honorable Sharon Carstairs, a reconnu que le Commissariat à la protection de la vie privée fait l’objet d’au moins 12 enquêtes de la GRC. (Hansard, 1er octobre 2003). Nombre : 31.
· ADRC : La GRC enquête sur le vol d’ordinateurs du service des impôts, contenant de l’information confidentielle sur plus de 120 000 Canadiens. (Windsor Star, 30 septembre 2003). Nombre : 32. Après six mois d’enquête, la GRC a porté des accusations d’abus de confiance contre un ancien employé de l’Agence des douanes et du revenu du Canada (ADRC). (Communiqué de Canada News Wire, 7 octobre 2003). Nombre : 33. La GRC a enquêté pendant un an pour porter des accusations contre un agent des douanes à Windsor impliqué dans le trafic de cigarettes. (Windsor Star, 7 mai 2004). Nombre : 34.
· Affaires indiennes : Enquête sur la Virginia Fontaine Addictions Foundation. (Edmonton Journal, 2 octobre 2003). Nombre : 35.
· Citoyenneté et Immigration : Finalement, la GRC enquête sur des allégations de corruption de juges fédéraux sur l’immigration. (National Post, 5 juillet 2003). Nombre : 36.
36 enquêtes de la GRC. 36 !!! Tout un record. Le gouvernement libéral semble croire que tous les problèmes sont sous contrôle parce que la GRC enquête. Mais 36 enquêtes pour un gouvernement? C’est un scandale en soi !

Paul Martin and the Liberal government would love to have people believe that with the Guité-Brault arrests, their scandals are finally behind them. Charges against Messrs. Guité and Brault have nothing to do with the revelations of the February AG Report - but we digress. Here’s a little list that helps put Liberal corruption into perspective: the Liberal Government is currently facing a total of 36 RCMP investigations. That makes it, in all probability, the single-most-scandal-plagued-government in Canadian history.
· DND: The RCMP is probing a DND contract with Compaq Canada (now owned by Hewlett Packard). (National Post, September 30, 2003). Count: 1.
· Public Works: Paul Coffin was charged by the RCMP with 18 counts of fraud, involving $2-million. (Globe and Mail, September 29, 2003). Count: 2. The RCMP continues to probe the sponsorship contracts. The current total of investigations is at least 13. Count: 15. The RCMP is also investigating the federal Liberal Party's Quebec wing as a part of the sponsorship scandal. (Calgary Sun, September 26, 2003). Count: 16. A Public Works payroll specialist at RCMP headquarters was charged with 10 counts each of fraud and theft. (Calgary Sun, September 26, 2003). Count: 17.
· Industry Canada: The RCMP is investigating possible fraud and bribery within the National Research Council, involving possible "overpayments" to recipients of federal business grants. (Globe and Mail, September 29, 2003). Count: 18.
· HRDC: Officers are looking into allegations that at least one federal employee received a benefit by helping outside entities obtain federal funds. (Globe and Mail, October 14, 2003). Count: 19.
· Radwanski: Then-Leader of the Government in the Senate, the Hon. Sharon Carstairs acknowledged that there are as many as 12 ongoing RCMP investigations into the Office of the Privacy Commissioner. (Hansard, October 1, 2003). Count: 31.
· CCRA: The RCMP is investigating tax department computers that were stolen, containing confidential information on more than 120,000 Canadians. (Windsor Star, September 30, 2003). Count: 32. Following a six-month investigation, the RCMP laid a charge of Breach of Trust against a former employee of the Canada Customs & Revenue Agency (CCRA), (Canada News Wire release, October 7, 2003). Count: 33. The RCMP conducted a year-long investigation, and charged a Customs officer in Windsor involved in tobacco smuggling. (Windsor Star, May 7, 2004). Count: 34.
· Aboriginal Affairs: Investigations into the Virginia Fontaine Addictions Foundation. (Edmonton Journal, October 2, 2003). Count: 35.
· Citizenship and Immigration: Finally, we have the RCMP probe into alleged bribery of federal immigration judges (National Post, July 5, 2003). Count: 36.
36 RCMP investigations. 36 RCMP investigations! Hardly a proud record. The Liberal government seems to boast that any given problem is under control because an RCMP investigation has been launched. But 36 investigations into one government? That’s a scandal in and of itself!
