Here's the quick and dirty (and miniature) how-to on my method for handling the pre-senate headdress hair... for more detailed info, feel free to contact me. :) (surlygirlie@mac.com)

First, I made the arcs... These are mounted on cardstock for easy viewing. Then I made a black box that would fit inside these arcs. I wrapped the box with hair... ...and inserted the whole thing into the arc assembly. Then I trimmed the hair to get a nice even sweep. For filler, I stitched hair flat to another piece of cardboard... Then folded it up and stitched again. Then it got trimmed as well. And then, it's inserted into the rest to fill out the hair.
