16 or 64 frames?
If you are looking for commercials inside a TV program or a movie, a safe bet is to scan by half hours with 16 frames, or 2 hours with 64 frames. In both cases, you get one frame every 2 minutes, and a commercial break will certainly last more than that, so you'll catch it.
16 or 64 ? It's a question of taste, and of visual confort.
Learn to read the Audio!
Audio Waveform can in some occasion be the easiest way to spot interesting times in a movie, like transition between program and advertisement or between songs. Indeed, the average volume will change from one TV program to another. In the picture below, you can easily find when a song starts and end. Bell shape at the left end is characteristic of applauses.
