These simple operations apply throughout with all of the many turned parts, it is just the shape of each that is different. Note that my models are for the glass case so wheels are threaded to axles, but it would be a simple operation to replace this with bearings so the wheels can turn if required.

16- Turn step and recess. 17- Part part-way to radius diameter. 18- Thread spindle with button die. 19- Part off. 20- Screw into spigot in chuck and form radius. 21- Spigot (left) and 4 hub caps. 22- Wheel hub. Part part to length. 23- 1-st turn for back spoke diameter. 24- Second rough turn. 25- 3-rd turn for front spoke diameter. 26- 4-th turn for recess. 27- Centre drill. 28- Drill for front spoking. 29- Drill for tapping. 30- Tap thread
