Step 1. Using File/Open Load the picture into
PhotoShop Elements (This technique will work with ANY program that uses layers)
Step 2. Toggle or select menu item
Layers/New Adjustment Layer/Levels...
(Actually you can use any Layer Adjustment)
Double Click on the thumbnail below to see a larger picture.

Step 3. A new
"Layer" dialogue box will appear. You can rename the layer, if you wish.
Click on the Mode button with the left mouse button.
Step 4. A list of modes will
appear. choose or (highlight) Multiply if the picture is over exposed. Choose
"screen" if the picture is Under Exposed. When you click on the "OK" button
a new dialogue box will appear.
