Bring the rosemary, 2 cups water, and the sugar to a boil in a medium saucepan. Simmer for about 5 minutes, stirring occasionally, until the sugar has dissolved. Take the syrup off the heat, cover the pot, and let the mixture steep for 20 minutes.
Strain out the rosemary. Stir in the remaining water and the lemon juice and salt. Serve over ice with lemon slices.
