Method
Heat oven to 375degF. Lightly spoon flour into measuring cup; level off.
In a large bowl, combine flour, sugar, brown sugar, baking soda, salt, shortening, peanut butter, milk, vanilla, and egg; mix at low speed until stiff dough forms.
Shape dough into 1-inch balls; roll in sugar. Place 2 inches apart on ungreased cookie sheets.
Bake at 375degF for 10-12 minutes or until golden brown. Immediately top each cookie with 1 candy kiss (unwrapped), pressing down firmly so cookie cracks around edge; remove from cookie sheets. Makes 4 dozen cookies (with a base of 1-3/4 cups flour).
Notes
For variety, you could roll the cookie dough in a mixture of granulated sugar and large crystals of colored decorating sugar (I've used red and it turned out quite festive) as well as use both milk and dark chocolate kisses. I have used the striped white/dark chocolate kisses, but they don't work out so well--the white chocolate seems to melt faster than the milk or dark chocolate, and the kiss loses its shape quickly.
