I believe these come to us from Japan. I am not sure what is the traditional cleaning method in Japan. Water and the bare hand is the traditional method in the Middle East, which is why it is offensive there to eat with the left hand. On my one trip to the Mideast (to Dubai), I found that the nicer bathrooms had both TP and a hand-held spray nozzle; I heard that the less-nice ones had just a jug of water. And my hotel room had a fine bidet. I didn't have the heart to tell anyone that I am left-handed and so ... their hand notions were swapped in my case -- I ate with my "unclean" right hand and spilled food all over the place.
