Unfortunately, we will still have people driving around and yapping on cellphones using speakerphone or headset. And studies have repeatedly shown that the problem with phoning while driving is not that the driver's hand is on the phone, but that the driver's brain is in the conversation. Talking on a cell phone while driving, even a hands-free cell phone, impairs your driving ability more than a 0.08 blood alcohol concentration. This has been demonstrated by academic studies. And, if you don't believe academic-types, it has been demonstrated by "Mythbusters," too, so, there. The texting-while-driving law goes into effect on January 1, 2008, while the phoning-while-driving law goes into effect July 1, 2008.
