It's called, "Black Magic Shouldn't Keep Breast Implants Banned" by Michael Fumento. There's some history of the breast implant saga, some nice links to related issues, and a bit on black magic and urban legends. He also has another article on breast implants called, "Silicone Breast Implants: Why Has Science Been Ignored?" The answer is that the FDA engages in political science rather than real science.
