When you travel to SIU from your home to work for the State of Illinois, you must use the most efficient form of transport, as defined by newly implemented State Law 333/C946b/811-ii. You will therefore need to get approval for your means of transport from Coracle.
Those who travel from home to work within Carbondale City limits must fill out form #77B-43x to register. For those who live further away, see below.
Each week, employees must submit a Distance Allocation Report (DAR) detailing how many miles they traveled by each form of transport registered on the #77B-43x.
Employees are encouraged to take part in car-pooling to conserve environmental resources. Those who do so must demonstrate that they have made a proactive attempt to include minorities and women in their travel plans. Car-pooling therefore requires further approval from the office of Affirmative Action on form #66-19-8867c.
Those who travel from home to work from outside Carbondale City limits but within Jackson County must fill out form #445aa-23.
Those who travel from home to work from outside Jackson County but within Illinois State limits must fill out form #8856/7721/84532.
Those who travel from home to work from outside Illinois State limits must first fill out and submit an Out of State Waiver (form #ww5567-b21-iii). If approved for out of state residence, SIU employees must then submit forms #8856/7721/84532b (out of county for out of state residence) and #76B289 part iv (special travel permit).
These forms are not available from Coracle or anywhere at SIU. They must be obtained from State Government offices.
Hitchhiking in lieu of commercial transport is highly encouraged. A luminescent safety vest will be issued to every employee prior to his or her departure on university business. A security deposit will be required, redeemable in full upon completion of travel, provided the vest is returned in good condition.
Bus transportation will be used only when the faculty member's work schedule requires a tighter travel schedule. Rail transport may be utilized but only if a bulk freight rate is available.
The use of a personal automobile for University travel will be approved only if bicycling is clearly impractical. Reimbursement for automotive travel will be calculated on the basis of actual gas consumption, not mileage, and only for downhill trips.
Airline travel will be approved only under special extenuating circumstances. Faculty are encouraged to assist in cutting costs by innovative practices, such as wearing a red cap and assisting one's fellow passengers with luggage during airport layovers in order to earn tips. Also, the University will make small plastic roses available at cost to anyone wishing to sell these items near a departure gate. Extra income generated from the proceeds of such sales as well as all tips must be reported when submitting a travel voucher, and will be deducted from any travel expenditures for which reimbursement is sought.
The lowest possible airfares must be utilized. For example, if a meeting is scheduled in Seattle, but a lower rate can be obtained by traveling to Detroit, then travel to Detroit must be substituted for travel to Seattle.
All university employees engaged in travel are encouraged to stay with friends or relatives. Before leaving, employees should enquire whether their departmental colleagues have any relatives, friends or ex-students close to their travel destination who could provide shelter. All SIU Colleges and other administrative units are encouraged to maintain a list of current addresses of friends and relatives of all university employees for this purpose. Weather permitting, public parks and campgrounds may be utilized as temporary lodging sites. Bus terminals, train stations and office lobbies may provide shelter during inclement weather.
Expenditures for meals must be limited to an absolute minimum. It should be noted that certain grocery chains provide free samples of promotional items. Entire meals can be obtained in this manner at no cost whatsoever. For approximately $1.25, a box of dried cat food provides complete nutrition for a whole day and needs no refrigeration. Travelers should also familiarize themselves with indigenous roots, berries and other edibles in their respective destinations.
If restaurants must be utilized, travelers should seek out all you can eat salad bars. This practice is especially recommended for faculty traveling in a groups, since one plate can be used to feed the entire group.
Henceforth the University will not bear costs associated with conference registration fees or other incidental expenditures. Acquiring the badge or name tag that controls admission to conference proceedings is left to each faculty member's own ingenuity. (Experience suggests that a generic "Hello, My Name is " sticker affixed to one's lapel usually suffices for this purpose.)
