THE CAPOR PROJECT
By means of adequate information systems and information dissemination, AAH-I CAPOR supports a peaceful post-conflict transition and development process in Equatoria Region, South Sudan. Through CAPOR interventions, AAH-I participates further in establishing a just society in South Sudan.
CAPOR takes and promotes action to strengthen and enhance people’s capacity to participate in a successful and peaceful reintegration process to overcome poverty, disease and violence in the project area – ‘a distinctive contribution’.
The Capacity Building for Post Conflict Reintegration (CAPOR) project is an initiative by Action Africa Help-International (AAH-I) for the South Sudan Programme. The project started in January 2007. At present, there are five full time staff implementing the project, in cooperation with the community, community based organizations and groups as well as other NGOs.
For its work, CAPOR receives funds through the Church Development Service (EED) from the German Federal Ministry for Economic Cooperation and Development (BMZ) under the umbrella of the Aktions Programm 2015, initiated by the German Government to contribute towards achieving the Millennium Development Goals.
 
THE CAPOR PROJECT OUTLINE
Development Goal:
•   A peaceful post-conflict transition and development process ensured in Equatoria Region, South Sudan.
Project Purpose:
•   Enhanced community capacity to participate in a successful and peaceful return and reintegration of stayees
    and returnees in the project area through adequate information systems.
To accomplish its development goal CAPOR focuses on:
•   Encouraging and equipping the targeted community for participation in community development supporting
    peaceful reintegration processes.
•   Developing and disseminating culturally sensitive information, either directly related to reintegration or general
    information on Primary Health Care, Food & Income Security and Civil Society issues.
•   Increasing and monitoring the conflict management and transformation capacity within the targeted communities
    to overcome open violence.
•   Enabling groups and individuals from within the targeted communities to secure productive employment.
•   Promoting good cooperation and collaboration between various stakeholders, relevant programmes and
    agencies.
 
THE CAPOR APPROACH
CAPOR project is designed to be implemented in partnership with rural communities and agencies, to identify information needs and priorities and develop programs and initiatives to address together with community members their issues and concerns. CAPOR is closely allied with the AAH-I Sudan Programme including Primary Health Care, Food & Income Security and Support to Civil Society.
Major activities of CAPOR include to inter link communities and service providers, by gathering information from the community and channelling it to the relevant recipient as well as channelling information on the identified issues e.g. on health, agriculture and others to the community. Members of the community are always part of the information gathering and dissemination.
Further CAPOR supports communities to establish a community based early conflict warning system based on conflict profiles developed on the ‘Do No Harm’ approach. This helps the various stakeholders from within and outside the community to intervene immediately if a potential conflict arises. Through constant capacity building of drama-, music-, puppetry and artist groups, as well as the training of Field Information Officers (FIOs), who are all part of the information gathering as well as the information dissemination process and a web based job market, CAPOR will enable individuals to secure productive employment. Interagency forums and a close cooperation with all the stakeholders involved in the reintegration process is key for the success of the project.
CAPOR also offers its information dissemination and gathering tools to interested authorities and agencies, including film- and radio production, drama, puppetry, music as well as the production of posters, comics and other print materials.
