Since the formation of the Khala and end of the Aeon of Strife, the Judicator caste has led the Protoss faithfully. They lead with strength, courage, and unquestionable control. To question the Judicator is to question the virtue of the Khala, which is sacrilegious to the Protoss and a crime of high treason, often resulting in execution. The Judicator caste rules through the Conclave, which is a collection of the oldest and wisest members of their caste. The Conclave fills the role of Head of State, Parliament, and Supreme Court of a country.
The Conclave has rules unchallenged during the centuries since the Aeon of Strife and the only real problem they have ever experienced was at the hands of the Lost Tribes and Dark Templar. Afterwards, the Conclave set certain policies in place to ensure that the events surrounding the betrayal of Adun and the banishment of the Dark Templar would never occur again. They trained special warriors, named Judicator Enforcers, and placed them at the side of every high-ranking Protoss in the Templar caste. These enforcers were to be the Conclave’s eyes and ears in the Templar caste and to make certain that the Conclave’s orders were being followed.
This plan worked and no Protoss ever swayed from the Conclave’s control, until one day another Executor disobeyed orders and decided that the lives of some Human colonies was more important than the will of the Conclave. The Executor Tassadar defied the Conclave, sent his enforcer back to Aiur, and even joined forcers with the Dark Templar. During the Zerg invasion of Aiur, the Conclave set the entire Templar caste to war, but determined that it had enough resources to track down Tassadar and bring him back to Aiur for his execution. Not wishing a great leader to be killed by the Conclave during their most crucial battle, the Templar caste revolted against the Conclave and freed Tassadar, setting in motion the events that would lead to the destruction of the Overmind.
In every world that Protoss colonize, the Judicator caste is in control, they enjoy their position of power, because it is guaranteed power and they do not have to work for it, they are born to it. Most of them fight for the Khala not because they feel it is the “True Path,” but because it places them in unquestionable power. Even with the fall of Aiur, the Judicator caste still rules in most colonies, because that is all the Protoss have ever known. The one group that has consistently stood against the Judicator caste is the Templar caste, and on more than one colony the Templar caste has seized the reins of power and a new Khala has been formed.
