I just had a painful but revelatory flashback to one of The Boy Who Would Be Mayor's favorite pre-election talking points (structurally balanced budget! 21st century jobs!), one he'd pull out whenever a debate would turn to the subject of the non-profits. Mark DeSantis would always talk about tougher, more transparent negotiations with the non-profits, especially UPMC, and about working to increase their contributions so he could direct that money to the pension fund. Master Ravenstahl would always punctuate his babbling, incoherent ramble of an answer with the mantra that, when working with the non-profits, I prefer co-operation, not confrontation.

At least that's what I thought he said. But it occurs to me now, after the revelations of the last few days, that I must have misheard him. Because all the strings and conditions and codicils attached to UPMC's funding of the Pittsburgh Promise make it clear that what he really prefers is copulation.
